We still need to draft another top 6 projected center. Can't rely on Monahan and Backlund becoming 1/2 Cs this early on. Not nearly enough evidence to say so confidently yet. Monahan at worst will be a 2nd line C. But can't bank on Backlund just based on a couple months sample size. We'll need to see him maintain this form despite inevitable gaps in production that he'll experience. Personally, i'd like to keep him as the 3rd guy, where he can feast on the opposition each night.

$ven27 is correct. The regional area is eastern Ontario to Newfoundland. It is on RDS nation wide.
