I've been thinking the same thing. Its absurd to think that a group of teachers thought they had the same or similar authority as the police or other authorized law enforcement for something as minor as this.

Well, to be entirely accurate... Teachers and class staff in some specialized school programs have the authority to restrain and search students, provided that they have reasons to believe student pose danger to themselves or other students etc. The article doesn't provide enough details about the school or the program, so it is difficult to make fair judgements.
I was thinking about how I would have dealt with a similar situation, if I were a teacher in that class. It is probably a reasonable assumption that all of the students knew or saw who stole the phone off the table. Hence; I would have made them all re-take the test. If this were not an allowed alternative (e.g. a structured provincial test), I would have called the assistant principal into the class and talked to the students about the consequences of involving the police, if the offender doesn't confess. Tough one.

Searching students is one thing:
-"Empty your pockets"
-"Let me check your bag"
Strip searching them is a whole different ball game. Now you're infringing upon civil rights without authority and extremely flimsy 'probable cause.'
Your reaction and ideas are good, they're moderate. Call in the VP and discuss the consequences and either fess up or re-take the test.
Could you imagine being a student who was strip searched by one of your teachers? How would you face that person again? Day after day? I'd be furious.

Absolutely, they over-reacted. Teacher was probably so upset about someone actually stealing the phone off the table that he's got his better judgement completely clouded. There is no doubt in my mind, he is going to be fired.
He didn't handle it well from the very beginning though. Why did he confiscate the phones in the first place? Just tell students to turn their phones off and put them in their backpacks. "If I see your cell phone during a test, you're out" – would be a simple enough preventive measure. Once he had confiscated the phones, he was responsible for them.
