I could be wrong, but I think most levels of minor hockey already use a zero-tolerance rule on head shots.
Hockey Calgary, however, is using this study as a platform to again campaign for a ban on contact at non-elite levels of minor hockey. I would argue that this will result in an increase in injuries and concussions, not a decrease. Especially at Bantam or Midget, for the same reason why women's college hockey is so dangerous.
