Baloney... You can pull of shirt and tie with no jacket without liking like a bank teller in many ways. Choice of materials, patterns and styles, not to mention accessories can take you far far away from bank teller land. (in good and bad directions).
For example, I have a pretty basic Hilfiger button down shirt with orange and blue vertical stripes that I wear with a fairly skinny slightly shiny dark blue tie.. It may not be haute couture, but it looks fine and I certainly wouldn't fit in with a bank teller... (well maybe ING with this color scheme, but not really).

Check out 'Designer Place for Men' on 14th and 25th (ish) SW... They carry shirts like these and the gal that runs the place is great. It doesn't look like much from the outside but they have all sorts of great designer suits/shirts/etc and usually have great deals.

I like how the model of that cheesy shirt is wearing some silly jeans with ridiculous white stitching in them as well.
It's like getting a Porsche Boxter with white stitching in all the leather seats followed with a floral pattern convertible top. Don't forget your driving gloves, to whiten your teeth, pin down your toupee, and wear a big Movado "Bosses watch".

Maybe you won't look like a teller, but you will look like you forgot your jacket. I've never liked this look either. Looks incomplete. Reminds me of kids at a wedding dressed by mom. Or anyone at a wedding dressed by their wife. Throw on a navy jacket (if it fits), and your outfit will look great.
Or wear whatever you want, if you think you look good, you look good.
As an aside, my bank teller a week or two ago was wearing a blue shirt with plaid, upturned cuffs (like the one in the OP), and a matching tie in the same pattern. No jacket. Was actually pretty funny haha. Looked really bad though.

Those patterns on the cuff are too much for me.
A dress shirt should look proper. You can add something to make it different but something like that completely takes out the class of a shirt like that. It reminds me of something you would find at those weird "suit" stores you see that sell shirt and tie combos for $9.99. Or something old people trying to look "hip" would wear to a nightclub.
I personally like this one Boss shirt I have that has elbow patches on it. It's enough flare for me. Something like this...
Edit: Just going throught that site I found this shirt which is the same basic style... much better in my opinion.

I kind of agree with that.
I hate this problem with job interviews. You wanna wear tie but you don't wanna wear a suit. I usually resort to throwing a sweater over my shirt and tie. Uncomfortable as all hell but it gets the job done for that hour or so.

Disagree. Exposed dress shirt buttons are very tacky.
If you are in a dress shirt, you need a tie on (sweaters or vests can work as well).
The place i am at now is 'business casual' and nearly everyone is in a dress shirt with no tie. Looks horrid in my view.

lol sure. Never looked in the clothing section in walmart, but I'm sure they have many shirts that look better than the one in the OP. Why are you limiting yourself to walmart though? Someone recommended Brooks Bros earlier in the thread, which is a good option. A shirt doesn't need to be flashy to be nice.

So every time you go to dinner, a lounge/club or anything where you should be a little dressed up but not formal you wear a tie? Are you above the age of 40?
I can think of a million situations where I'd want to wear a dress shirt but not a tie.
