I'm not sure I'd have a breaking point over someone parking in a spot that I don't own. I have plenty of other things that my neighbours do that annoy me, some of which I grudgingly admit are petty.
Do you have a garage?

Yah, not sure I get the outrage. He's not blocking your driveway? So what's the beef? That he's parked in front of your house? That's not your property, so anyone can park there. You can easily get back at him by parking your car in front of their house.

If you are moving it because you got a notice from the CPA then probably not because they chalk your tire(s), and make note of where you are parked. You could probably move it to a different parking spot and that would be good enough?

I remember one of these threads from a while ago and the suggestion was to pour a bunch of used oil under the vehicle and call 311 to report an environmental concern. That cracked me up the most. Or a dump on his hood, that works as well.

Anyone who thinks the OP is over-reacting hasnt seen this first hand. There are certain actions that people take that give you an idea whether civil resolution is possible or if you need to resort to lawful means of resolution.
Everyone who lives in a cul-de-sac knows the unwritten rules. You park in front of your own home and unless you have guests over you dont violate that rule. If you have 4 vehicles and are unable to comply than a house in a location like that is not the right place for you to be living.
EDIT - no one is claiming to own the road but there are ways that civil people live and there are ways that uncivil people live.
I would for sure call bylaw about the 1.5m rule.

While you don't own the spot directly in front of your house, there is an unwritten rule that it is yours. Eleven out of 10 times, people who make a habit of parking in front of their neighbour's house are complete asshat, white trash losers. The last thing I want to see when pulling up to my house is some crappy car parked in front that isn't mine. It may not be a law that you can't park in front of somebody's house, but it should be.

Or at the very least, they're there temporarily. They arent leaving their car there for weeks on end.

Where I used to live we had no driveway in the front and the yards were wide enough that each house effectively got one spot in front of their house and they had a parking pad in the back that for most would hold a second car. It was generally understood that you didn't park in front of someone elses house. It wasn't enforced and no one really said anything but it is annoying if you come home with a car full of groceries and have to park somewhere else. It is definitely something that never bothered me when I lived at home or even when I rented, but for some reason once I owned my own house I found it annoying. If it happened every day I would probably get annoyed and possibly petty.
Have you considered moving into the spot the minute he leaves. Or out of pure spite, the next time a friend asks for a ride to the airport ask if you can park his car in front of your house. Then just leave it there for two weeks. If you can't have the spot then no one can. (insert maniacal laugh)

Yeah. My driveway/garage are already full. This is the spot that I've been parking in for 10 years. We don't mind if people have visitors over and they park there, but this is something completely different.
As to the question of if I've considered parking there as soon as he leaves.. yeah I try to do it every chance I get, but it's a hard game to win at when he's literally a bum that sits at home all day waiting for me to go to school.

Hmm, I guess I've never really had this problem since I've always had a garage and driveway to park on. I'm a little paranoid about leaving my car on the street when I don't have to. If someone parked regularly in front of my house, I wouldn't really care. In fact, my neighbor does it often. But then again, he did give me a heads up, and I did tell him I don't mind since I never use that spot anyways.

Yeah. In this instance this guy has lived there for a while without a car, knows damn well that it's my spot right there in front of my house and is trying to claim it for himself now that he got a car and his big brothers won't let his little ass park in the drive way . He refuses to just respect neighbourhood seniority and common sense (it's in front of my house ffs) and to just go park at the entrance of the block and walk there once a week to get in his car to get his crack. And to make matters worse he's mean muggin'.

Your in a tough spot, i have a neighbor that thinks it's okay to block the sidewalk with an RV for 5 months a year, and another one that doesn't have grass (just a bunch of weeds) after 6 years. I'd like the city to get involved, but I like the neighbors and feel weird about "telling on them".
In your case you don't like the neighbors, but it will be pretty obvious who called on them if you do anything, you may get your spot back, but there is a good chance they will get you back some way...

I've always wondered as I park in a 2 hour zone by work, once I am chalked can I just roll forward 4 inches? moving the chalk to where it is not visible and clearly my car is parked in a new area of space. anyone know if I can still be ticketed for that? many times I will leave myself space to roll later in the day
