Take the old door knob off and keep it in your room...Put this one on and lock it so he can't come in your room and take the food.
Put the old one back on before you move out, problem solved.

Papi, you are indicating that you are paying significantly less for rent, so does the cost of the food your roommate eat anywhere close to that rent difference? If not, then just live with it. Maybe keep minimal food supply at home and eat out more (a $4 6-inch sub at Subway can actually be pretty fulfilling).
As you were saying, you will be done and moving out in a few months, so I don't think it will make sense to move out just because of this. Plus he is not only a roommate, but your sister's boyfriend as well, you don't want to make the situation complicated because of some food munching.
Think economics my friend.

What does your sister say about this? Do you think he might be doing this because he's dating your sister therefore he can treat you more like you treat a sibling? I just say that because it's common for people to view things of their siblings as more "theirs" than that of a roommate's or friend's.
If that's the case maybe getting your sister on your side would help.

300!! wow that is very cheap. Perhaps in his mind, its part of the deal, ie. 300 plus food supplements. So calculate how much food he is eating and what it costs all together, lets say 200 a month. So really you are paying 500 a month, now you can probably get a better roomate for that much!
When it comes down to it, nothing is free, you always end up paying for it one way or another. Even these family deals can end up coming with strings attached.
The thing is, you really need to put a price tag on this and determine whats best, probably if you approach him with this and say thats it he will see its not working out for him either. At though moment though, from what you are saying the food is part of the deal its just that he has not been straight with you.

^ had to chuckle at the image of a 230 lb guy trying to break down a locked door to get to the pringles.
As mentioned your best bet is to slap a new handle on your bedroom and keep your stuff in there. Its a tough situation, your paying next to nothing in rent so you need to decide, whats more important....living in misery with this room mate or living in misery in what you referred to as a garbage property. (I think thats what you said)

Ask the landlord if you can put a lock on your bedroom door? I have had that before with different apartments I have rented in the past.

Also very easy to pick. A well placed credit card or butter knife will usually do the trick. To make a lock like this effective in any way, you'll also need a latch guard:

It's a metal sheet that's prevents entry by sliding an object behind the latch.

Lock seems to be the most simple. Or make special food for him with anything mentioned. Hot Sauce, Exlax.
Looney Toons styled trap would be hilarious, opens the fridge BOOM cage falls down. Obviously not a feasible solution but oh the hilarity.

Lock on the door is your best option, don't leave anything out in the open.
It sucks, I know from personal experience I have been there. But it will save you so much greif just keeping it out of sight, out of mind for him.
I would get a lock for the knob, if that isn't enough put a pad lock on as well. Hopefully the guy, seeing the lock, will give himself a reality check that it had to come to this.
Edit: didn't read this page, apparently a lot of Lock suggestions already, oh well add this one to the pile
Another option is instead of letting him get away with it, every single time it happens you bring it up. And not in a nice way. If he confronts you physically then you should be moving out immediately because this guy is unstable.

Papi may not want to put a lock on his door/fridge because that might send some unfriendly signals to the dude, who is his sister's boyfriend. But again, as I had said before, if you only have to spend $100 extra to feed the guy to save $300 on rent, what is the problem?
