Wow, this is really tough. I think the only one I knew was Churchill.
3 has to be Napoleon (Edit: or Mussolini?)
and I will guess 19 is JFK or Andrew Jackson or Reagan. probably Reagan
the others I have no clue.

Maria Blank.... it sounds somewhat familiar.
I know a couple leaders in the 19th/20th centuries had parents from completely different parts of the world name wise. I'm going to throw a guess of Vladimir Lenin because his name hasn't come up. I recall from grade 8 social studies all those years ago his mother had a strange, non russian maiden name.
