Coming from a dude that bought a place that was being rented remember that any damage you do to the place isn't the current landlords problem but rather the new landlords problem.
Have your sister contact the landlord tenant advisory board. It is free to call and they have a mediation service or can otherwise inform her of her rights

She called the Service Alberta hotline and they told her to ask for the moon and that she has every right to refuse. They said a fixed term lease is unbreakable unless both parties agree to it. If she decides to move she should be compensated for it. Thats what they told her. Sounds like these owners are not following the laws of the Act very well.
