You really do gotta like Nenshi. I've heard a couple flippant remarks over the past month towards him because of the Occupy Calgary mess, but the man isn't just a normal slimy politician. He has the best interest of Calgary at the forefront of his mind, and really wants to make this city as best as it can be.

A CP jihad would be very apt. This is really meaningful - we're talking about almost $450 million in rec projects: two mega rec centres 1 in Seton, 1 in the far NW up NY rocky ridge, and two others in the SE - great plains and Quarry Park. Lots of ice, lots of gyms, lots of pools, many programs. All put in jeopardy.
Anyone think that the P3 Sports program money is going to be used for the Oilers / Flames new rinks instead?
No - professional sports facilities didn't qualify. Now Sport infrastructure of any type has magically disappeared from their funding criteria after the announcement happened. So there are 15 categories of eligible projects now, instead of 16.
City followed P3 Canada's own rules and eligibilty requirements and was asked to apply specifically BECAUSE it was rec centres and they wanted to fund this type of project. It was unanimously approved and then someone within the Governing Conservative Party decided they didn't like it - so rejected. Waste of everyone's time and money.
I don't think anyone across Canada would have cared at all if the government helped fund a bunch of rec centres in Calgary. This wasn't some dubious Shawinigan or Muskoka project.

Im not a big proponent of the Transfer Tax system as it now stands, inequalities with Quebec at the top of the list, but it does serve a purpose and if it is properly studied and fixed I think it is still a solid practice.
Fair enough, it's certainly a stretch. The numbers aren't reported municipally, so it's possible although not likely. I definitely mentioned it would depend how you counted revenues, which is certainly true.
As for the transfer tax system, I'm opposed to things that give people economic incentives to continue living/working in an unproductive way, and huge interprovincial transfers do that. They make it more economic for people to live in places with poor opportunities, and less economic for them to live in places with good opportunities (ie Alberta). That stifles the Alberta economy by reducing our population/labour growth.

1. You are assuming the government wouldn't find somewhere else to spend it instead, like on swing ridings elsewhere in Canda.
2. Even if the 450 million were to be directly returned to Canadians as tax refunds, how much of that would go to Calgary? Much less than 450 million.
We were to be getting a good deal here. I doubt these rec centres were to be in the national interest, but I'm not altruistic enough to care about that when there's tons of spending in the rest of the country that doesn't benefit us either.
Even if it's pork (and I'm not saying it is), it's OUR pork.
