I guess if you were hoping for qualities of Banff, Invermere, etc... and you are not an outdoors person then Waterton would be considered a bit of a bore. Especially if all you could find to do in the day was rent the four-person bikes from Pat's. I've spent weeks at a time in the park and have never been bored.

I don't get why you are so defensive, the park gets its share of visitors and can be very busy in the summer (over 350,000 annual visitors). But really if you aren't into hiking, boating, fishing, etc... then you won't like it.
