Somali Pirates

Captains just need to be made aware to arm themselves if they are going through this area. I am sure you can pick up ex russian armaments. A few russian made rocket launchers to these somali dingys would go along way to persuade them to limit their action.

Would declaring war on Somali pirates make things easier from a legal standpoint?

It wouldn't be the first time. Thomas Jefferson declared war on pirates of the North African coast in the early 1800s. Essentially though, he declared war on the states that were supporting them.

I think to declare war on Somali pirates, you would essentially have to get Somalia to agree to have foreign task forces on their soil or give Somalia an ultimatum and declare war on the country if they don't agree to it.
