Depends on what his traffic tickets are for (if he got a pink copy, they have gone to warrant).

Err... it can be... it is also a Traffic Safety Act offence which results in a "summons" (pink copy) and not an "offence notice" (yellow copy).

He will probably be able to renew a passport even with outstanding fines (yellow tickets). Take care of his pink tickets (transit) ASAP! The pain in the rear caused by the delay from being arrested far outweighs the price of the transit fines. I believe an arrest will also make him a red-flag at Customs every time he returns to Canada.
To me it sounds like a gamble not worth taking. How many transit tickets can someone have? Can't cost that much.

Because that is a whole other can of worms. If I am not mistaken, DUI fall under criminal code now and can bar entrance to the US. I do know US citizens with DUI's get declined entrance to Canada, unless they do some reform program form or something, after 5 years have elapsed from the offence.

US only has inadmissibility related to "Crimes of Moral Turpitude"... Assault, DUI, and the like won't get you denied entry to the US.
Canada has much tougher inadmissibility laws related to crime. Convicted of anything that equates to an indictable (includes dual) and you are inadmissible to Canada for a period of 10 years after the completion of your sentence (unless you apply for and get rehabilitation from the Canadian consulate after 5 years)

I strongly recommend not going to Mexico until his affairs are settled here. I had a friend (who had a similar situation) be detained at the Coutts border crossing and banned from entering the USA for 5 years.
That happened to my ex. He had a transit ticket from years ago, tried to go to the states and was turned away due to the warrant.
That transit ticket screwed him a few times over. Biggest schadenfreude ever for me.
