Hmm... I'm looking it up now and the recipe for the shot seems to be:
- Lager, amaretto and rum
I saw the variation you mentioned and I see the similarities to an Irish car bomb and soju bomb.
I'm saying though that instead of a drop shot (gentle in comparison), you whack the top of the beer bottle to be a geyser you have to fight for the lols. A challenge, but not as ridiculous as when people were putting mentos in coke and trying to stop it with their face.

Not sure, but Google Earth shows you the exact date of the photo, which is July 11, 2022.

Looks to be Folk Fest. Are Google Earth and Google Maps showing different images?
Edit: That July 11 date on Google Earth can't be right as Stampede would be happening on July 11th and the grounds are empty.

I've never heard of it. I think you have to be registered to be able to perform them...I mean, its not a Michael Scott kind of thing where anyone can just Declare it.
I hate to say it, but honestly? I'd ask a Lawyer.

The date must be incorrect, because that’s definitely Folk Fest. The tarps in the main stage field, the beer garden tables, the stages, the arts market, the tents. I can say with 100% certainty that it is Folk Fest.

I suppose the images could possibly taken on different dates, depending on localized cloud cover or whatever. So, July 11 for Prince’s Island and June for the Stampede grounds.
Still, if it were Folk Festival, the immediate area should be bustling with people?

Even if hypothetically it's possible to file the paperwork yourself, the correct advise to give your friend is "no, that's impossible you need a lawyer".
Edited to add: I think ggg is correct and he/she probably needs a bankruptcy trustee and not a lawyer. Usually they're accountants by the sounds of it.

Imaging satellites tend to have their path so that images are taken in the morning, ideally the 10-11am range because that is when cloud cover is lowest with decent sunlight available. So there wouldn't be loads of people at that time.

Also, looking on Google Earth, when you leave the city the imagery date is July 22, the date of the folk fest. I suspect when they were making the Calgary image, there were clouds or some other reason the image of the island was not good, so they swapped in one from the July 22 pass, but perhaps they treat the city as one image to eliminate disconformities, so it got assigned the date of the rest of the city image, rather than leaving it separate.

I haven't gone in a long time, but when I went in the 90's people would put their blankets down to claim their piece of grass, akin to putting you towel on a chair at an All Inclusive.

Tarps. They are known as the "tarpies", and would setup on day one, and leave the tarps all weekend, so this would be the second day, in the morning before people came back.
Picture here, and if you are bored enough, you can try to find the golden tarp in the satellite image.
