"Prior to tendering the offer sheet, we as a hockey ops department examined whether there were any impediments to us acquiring the player, including him having played in the KHL after the NHL season had started."
"Our interpretation regarding section 13 was and continues to be different than the NHLs current interpretation as communicated to us this morning."
"O'Reilly's representative shared our interpretation."
"We were going to further our position but because Colorado has matched we have no more comment on the player, the offer sheet, or the rule."

Why do people say that the Flames are the only team to tender an offer sheet to RoR? Other teams may have tendered an offer sheet as well. Its just that RoR signed only the Flames offer.

That's not what he's doing. He's saying that once the Avs sign O'Reilly he's no longer an RFA and thus has to pass through waivers, which is clearly inaccurate.

Sounds like the Flames are okay with the mistake and are making a stand that they interpret the rule differently than the NHL does. This almost makes them look worse than fessing up.

I don't believe that, they announced they were matching and I imagine they had already contacted NHL head office to tell them that before being able to publically announce it. They had to have signed the match of the offer sheet before announcing they were matching it one would think.
