He didn't announce it right away. It ' leaked' and every single channel was reporting it for hours while we waited for Obama to speak. He delayed his speech. WHY?

Also, going by some of the vague reporting done on JTF2, it seems they may be more tied down by laws, bureaucratics and all that nonsense. Whereas US special forces are less constricted. (Patriot Act?)

Well, JTF2 are the only foreign unit accepted to join the Seals and Delta Force in Afghanistan.
The are also working with the SAS in Libya.
That's got to count for something.

You can't think of any reasons why he could display his speech? On the phone? Considering the time of the announcement, it prob took him longer to get ahold of the people he wanted to tell first...waiting for absolute confirmation...lots of reasons...running behind schedule, something that seems foreign to you

7. Has to practice speech.

There's a special level of reverence for the Seals in the Special Forces Community. The individual Seal is lavishly trained and equip and can work well as an individual or in a group. They have the sea based component that puts them above all.
Their primary goal is usually intelligence gathering and reconnaissance, securing beach heads, clearing mines in landing zones. They're also well versed in building to building fighting, snatch and grabs, sniping and pretty well anything else.
They have a far more stringent filtering program in training and it is an exclusive company. Take the training for Seals that you see in the movies and ramp up the intensity by multiple factors.
I have tremendous respect for JTF-2, they've done some amazing things and some things that are stuff of the special forces community legends. But they're not as well rounded as the Seals, they don't have the intelligence backing that the Seals have. I'd probably say that the biggest difference is at the Senior NCO level in the Seals.
People put a lot of weight behind the sane Seal Team 6, but at the end of the day the other available groups are every bit as competent.
JTF-2 can hold its own with the other special forces units around the world, I don't question that, but there are two groups that stand out in my head and one of them is the Seals, the other is Israel's

Two more things.
the question came up about Saddam and why they didn't kill him on the spot.
The U.S. government was far more interested in grabbing him. Plus the man was a notorious coward. As soon as the Army troops popped his spider hole he cried out "I am Saddam Hussien President of Iraq I surrender" before they could pull the pin on the grenade and toss it down.
In terms of if this was a kill order and why couldn't they wound him and capture him.
First and foremost if this was a pure kill order they would have used snipers or air strikes, but they A) wanted proof that he was dead, and B) wanted to see if they could snatch him. But in a fire fight anyone who thinks that you should knee cap him or shoot him in the hand is playing to many video games.
You leave no one behind you alive that might have the opportunity to kill or wound you, or pull a det cord.
This was a fire fight, at that point you aim for either the center mass or if your really good the head, you don't aim for a tiny knee or a tiny hand.

If I'm not mistaken, past Presidents can still opt to receive daily security briefings. Whether or not Bush has opted in for those, I have no clue, but he probably would have already known by the time the call came.
Obama calling him was apropos.
