I see it happening only in the event of a shotgun relocation. They would be ready and willing to go if some team had to relocate quickly.
Expansion though? I don't think the NHL would want to expand into another small Canadian market at this point. Don't forget that TV market size is just as important, is getting to be just as important, or even more so. Quebec is already an NHL TV market even without a team.
I absolutely love Quebec City. When I lived back east, I would go there for a week every summer for a holiday, and the occasional long weekend in the winter. I would live there if I could speak French well enough to make a decent living there. Being an English speaking tourist there is no problem, but the working language is definitely 100% French. I really hope they do manage to get a team again one day, but I agree it is a long shot.
