He did put in an executive order to protect pre-existing conditions a few weeks ago that may or may not do anything. I know that is covered by Obamacare. I guess it is his way of saying he is trying to strike down Obamacare but still keep the pre-existing conditions provision which is universally popular.
It's dumb, but the tweet didn't come out of nowhere.

Further to the comment that this election has in many ways already started, Michael McDonald of Elect Project posted the early vote numbers in a couple of states, as a percentage of total 2016 turnout:

Not all of them are swing states, but notably early vote in Wisconsin is already 16.4% of 2016 turnout, and in Minnesota it’s 11.3%.
Across the US, over 3.3 million people have already voted by mail or in person, and early voting hasn’t even started in some of the most populous states (like California).

edit: I'm seeing on reddit that there's no change to her twitter bio, it's former press secretary for the campaign, which is correct and has been listed that way for a while.
