Equipment is also a bit different than Malarchuk's day.
If safety is the concern, just outlaw taking your skate off the ice in the crease. Perhaps more specifically while playing the puck, but if you're using the safety cudgel you might as well ban it entirely.

Yeah with all the pile ups around the crease multiple times a game, if safety is the reason for heads to stay away from skate blades, players, including the goalies, should not be allowed to fall down, go on their knees, or, lay down in the crease or really anywhere on the ice.
Kicking the puck is legal everywhere else on the ice, the intention of the rule is, just like intentionally gloving it in (you can bat the puck with your hand anywhere too) the net that a good goal should be scored with a stick or deflection off part of the body.
