Im not sure however how it would work if you simply went through and waited your turn in the Hot House and elected to purchase PL's then looked to relocate the year after. I would assume so long as you didn't jump the line, you could relocate from PL's in year one.
Again, this is all just my observations over the past few years in reading what others have said who came in and went through that program so I may not be the best source, but Im sure I'm not far removed from it.
They also did an incentive for PL's where if you chose them, you got a free drink, burger and popcorn or something for every game. So I imagine some folks jumped on this as well which filled up the PL's and is keeping them locked in for a few years. Between that and others possibly relocating to the PL's during the economic downturn, it's why I feel there are less options if any up there. 'Heep223' is definitely on to something as well however. I'm sure the answer is somewhere in the middle.

This is exactly the case. Here's what happened for me: April 2015, immediately after we clinched the playoffs against LA my brother and I joined the HH list, assuming it would be 3-5 years before we would get tickets. August 2015, the day before my birthday, I got an email from the Flames with an offer for PL seats with free food vouchers for every game. I got the email on a Tuesday, and was given the opportunity to log in on Thursday and select my seats. It was the standard ticketmaster system, where you click "best available seats" and it spits out what it thinks is best: PL5, right up at the top. As mentioned, the caveat is that you need to stay in PL rows 4+ for 3 seasons. After getting my seats, my HH fee ($100/seat) was applied to my season tickets as I wasn't on the waitlist for a full season.
