Note that I don't support that, but it certainly does happen, esp. with gov't contracts where fees are inflated due to interacting with the gov't bureaucracy. I have to charge a $2500 meeting fee when I work with gov't entities because they LOVE meetings.
There is no real expectation from customers that projects go under budget. If they wanted to pay less they can negotiate before they sign the contract.

I think that we're on the same page here. I know that if you have a set budget that expires on say June 30, 2011 then most departments will spend to the last penny on June 29th! When I went through school and worked installing flooring we would see that kind of 4th quarter rush to get things done all the time. I totally understand that you spend what you are given or next time you will see the amount your given cut.
The reality is that they screwed this up. Great....they stayed in budget and did this for less than people thought. Kudos for that.
No paperwork and selection criteria for projects funded by deception of parliament though? Sure I'm biased and all, but that is a pretty big target for me to hit. When the AG says that this raises some serious questions for him then it just makes sense to figure that there are some serious questions to be asked.
The PM came out yesterday and said that the border funds are used all the time for projects away from the border...to which the AG responded that was "news to him".
