I guess the only difference is that now it actually matters what he says. Before, no one listened to him or took him that seriously. Now the whole world hears his lunacy and narcissism on a daily basis.

Yes, he has. This behavior was cultivated in the 1980s and 1990s with the New York tabloids. Trump would troll them mercilessly because he loved the attention. Trump would actually call in and leave tips for the tabloids using the name John Barron (interesting he would later name his son Barron). The tabloids would call him for comment and he would flatly deny the claims and then threaten to sue if the information got out. He would routinely get into public spats with other celebrities and politicians in New York because it got him front page coverage. He's an egomaniac and his behaviors support that claim.

Trump really needs to grow a thicker skin if he hopes to be an effective President. That's some junior high level tweet right there, and the guy is freaking 70 already. Mentally, it really feels like those kids movies where a grade school kid just became President.

When a leader gets to pick and choose who his press is, and then damns everything else as being non-credible, he is telling the people what to believe and how they should think. It's funny you mention this. I was reading a paper last week that talked about how to psychologically control people and tactics that people like cult leaders and dictators use.
They said that if you are already believed within your group of followers, you usually only have to repeat something, no matter how ridiculous, 3-5 times before it is taken as absolute truth. And the best way to become "believed" is to play yourself as a victim or target of some kind, and then include those people with you.

With his sharp comments concerning Nato at the worst time with Russia acting aggressively in Eastern Europe. Trump might be playing the blackmail game with Nato with a message of "Start paying your fair share or we'll resolve it"
I would expect that in terms of Norad and Nato and Canada's role in it, there's a bit of a day of reckoning coming to Canada in terms of pulling our own weight financially when it comes to the defense of North America.
Its the message that Harper came soon after he was elected and he met with the US president who plainly stated "Someday a president is going to call Canada on its defense policy and Canada is going to lose its voice in the defense of North America and in NATO"
