I apologize if this has already been explained. I'm assuming I'm missing something obvious here.
Doesn't Pittsburgh need to either trade Fleury and get a goalie they can expose in return or get him to waive his NMC? I don't see how buying him out gains them anything.
Murray and Fleury are their only goalies that qualify for exposure and unless I'm misreading the expansion draft rules they have to expose at least one goalie.

That's actually a really good question. Taking a look online, they don't have another goalie eligible to be made available than Murray.
So one would think the only way they can do it is to make a trade with Vegas that ensures they take Fleury... or lose Murray. Those appear to be their only two options that I can see.

Tom Mccollum is a New York native, Pittsburgh is much closer to home for him.

If we trade him, then we don't have a goalie that can be exposed.

Pitts options to keep Murray:
1. Get Fleury to waive NMC for draft so can protect Murray
2. Trade Fleury before protected lists are required to a team of Fleury's liking
3. Pay off Vegas to NOT take Murray
4. Buy-out Fleury

Friedman on 960 says he has heard the same as Kyperos and that a deal has been worked out between Vegas and Pittsburgh where Fleury will be Vegas' pick from the Pens in the expansion draft.
Which implies that Fleury has already agreed to waive his NMC.

Why would Vegas want to trade MAF.. Seems to me, to get a high quality goalie to be the cornerstone of a new franchise is pretty wonderful, UNLESS MAF agreed to waive, in order that Vegas trades him to a team of his choice.

confirmation that Sens have asked Phaneuf to waive NMC:
Murray Pam @Pammerhockey
#Sens have asked Dion Phaneuf to waive his NMC for purpose of expansion draft exposure. Phaneuf has until Friday 5pm EST to respond.

You're completely right. I over-estimated just to have a margin of error. Maybe I will change it to 3M.
The point of it is that there really is no cap crunch here. The Flames can fit in a Goalie, 4th D-Man, and a forward without blowing up the cap. They have done a pretty good job of managing it.

I'd agree if I were him. He's one of the few I think should.
He'll make more money (tax differential), be under less pressure, it'd probably be a boon to his wife's career to be closer to L.A., He'd probably get to be Captain again if he's into that.

But he would be considerably further from their home in PEI.
Of course, the one thing Vegas has going for it is you can fly in and out from almost anywhere.

Wow, what a nice guy. Hey Pens, thanks for giving me that NMC and then pushing me out the door for some other guy. You don't want to have to buy me out and pay me millions extra to be rid of me, I totally understand and I just love you guys so very much I will forgo the millions, waive my NMC, and you can jettison me to an expansion team that has no chance of competing for the duration of my contract.

I think there is a very good chance Fleury wants to go to Vegas. He knows he is the odd man out in Pitt 2 of his 3 rings were won with him on the bench when it mattered the most. Now he gets to have the option very few players get which is to be the part of the first ever big 4 sports franchise in Las Vegas. Fleury has won 3 cups and played on a perennial contender for 9 years. It doesn't shock me he is open to a situation where there is no pressure and he can just play hockey.
