The excerpt from the article doesn't show it but the request for funding was before this guy told him to eff off. It was even before he gave his theory on what Ukraine should negotiate
What he means is wants to spread more misinformation on twitter that aligns with his stupidity.
He's a smart man but Elon is like a lot of successful business people that think genius at their craft translates to other domains they have very little understanding of.

This is a shame but I’ve decided that I won’t abandon my large Twitter account unless Musk starts charging me. I don’t look forward to the Orange Menace being reinstated Monday. I hope Musk runs Twitter into the ground and he loses billions.
