No, but it's probably a gesture to show that the Flames (and especially Treliving) are confident that he can make the team, and that he hasn't been forgotten.

Baertschi will make the team based how well he performs in camp.

No, that isn't the case. He still has to earn his spot and I think it is saying to him that he is wanted. The Flames believe that he can develop into something and very much want him to. Sounds like the flames are doing everything they can to help the kid. He has great character, he is great in the community, he has high end skill but it hasn't translated well into the NHL yet.

So no, he isn't just making the team because he has a low number. He has to earn it. Have you been watching or listening to the coaches and front office speak at all?
