Cody would be an instant mega heel with nuclear heat and there are a lot of ways you could go with that. Could have Rollins come back and say he was right about Cody, etc.

I kinda dig it, but I have my doubts that the WWE is going to turn Cody heel anytime soon. He's pretty much a poster boy for the company right now and getting a strong reaction.
However this balances off on a couple of factors. We do know that Roman is going to a part time schedule after Wrestlemania. He is currently the companies biggest heel with nuclear heat right now. Putting him over Sami really helped with that.
So let me modify this in my booking lab.
Have Roman come out and say that the popular sentiment is for him to fight twice at Wrestlemania. Once against Sami and once against Cody, with each belt up for grabs.
But he controls the island of relevancy and that's not going to happen. He suggests that the night one main event is Cody versus Sami with the winner getting the shot on night two. This harkens back to Bret having to fight Owen and then defend his title later.
Now here's where it works for me. You get Heyman heavily involved. He goes to Cody, whispers that because of the reaction to Sami that he's the companies fair haired boy. That the WWE really wants Sami in that main event on night two.
He begins chipping away at Cody, he says that Cody has that right to that title shot. That he has a bloodline of his own that must be respected. Sami wasn't loyal to Roman, he's been a master manipulator forever, that he's not the hero that the WWE needs at the head of its table. Cody is.
We see some slowly developing heat. We have Cody and Sami tagging up against the Uso's maybe, but because Sami can't bring himself to destroy Jay, he costs the team some key victories. Kevin starts getting into Sami's head. Cody is going to screw you to get what he wants.
Meanwhile Heyman really starts to turn up the emotional heat. He's good at it. We don't need to see a lot of Roman. the Wise Man is the star here.
The heat gets bigger, Cody and Sami go from respectful discourse to your trying to take away my destiny discussions This match goes from a straight wrestling match to a Hell in a cell match.
Sami wins, maybe with some help from Owens when the Blood line interferes. Cody loses, he's devestated, and he loses his mind and destroy's Sami.
Now we have a match on wrestlemania night two of Reigns who is fresh against a completely beaten down and injured Sami.
somehow the miracle happens and Sami wins. This clears the way for a few things. Reigns goes to a part time schedule, The Uso's focus the blood line on the tag team division.
On the Monday after wrestlemania. Sami gets him moment. The crowd loves him.
Suddenly we hear Cody's theme and he comes out. With Paul Heyman. Heyman points out that Sami get every advantage. That Kevin Owen's Sami's buddy cost him his legacy, his blood line from getting what he'd worked so hard for, and he demands a title shot in that very ring.
The match has to be brutal. Cody overcome with anger and resentment lays a beat down on Sami, but Sami being the plucky face gets a roll up for a win out of nowhere.
Cody completely snaps, and proceeds to completely beat down Sami, Heyman looks on with concern, (He does this so well) begging Cody to stop. Owens comes out and Cody deals with him to.
At the end we know have the mega heel that Sami is going to need with Roman away. We have a bloodline version 2 with Cody at its head. We can add other workers to it. Austin theory would be a really good ad as he's a pure Heyman guy.
