Has Environment Canada lowered the bar for heat warnings? It seems like they are issuing more warnings now for weather that is not as severe. Two days of 29 highs and they release a heat warning?

the other ridiculous thing about the heat warning is that somehow, some way, billions of other people world wide live on a daily basis in conditions well in excess of 29 degrees.
I am sure we can all do it. Muster your strength, comrades.

It's the same as those "extreme cold warnings" or "snowfall warnings" in Texas or SoCal whenever there's any possibility of things dipping below freezing.

Yeah you can still do things outside like golf, walking, hiking etc but it's a matter of knowing your limits and staying hydrated. I found out the hard way a few weeks back that I'm not in proper condition to play tennis in 29 degree heat. After 30 minutes I could tell my body wasn't happy about the situation. That said the more I have played in the heat this summer the easier it gets every time.

Daily highs of 24 to 28 with a light shower of rain every 2-3 days is pretty ideal.

I'd like it if the forecast rain actually materialized. Going back two weeks, I think there were 4-5 days showing at least a 60% chance of rain... I think we received a grand total of about 15 minutes, one day.
Like a sucker, I relied on the forecast and held back on watering my lawn, but I'm done with that...

After doing a bit of digging it does appear that Environment Canada made changes to the system in 2018. It was previously a nationwide standard with the exception of BC. Apparently Ontario had been doing a trial of the system since 2015 and it was rolled out in 2018 which broke out the country into different regions and criteria. That explains why there are more warnings now then previously (prior to 2018.)
