They answer to the NHL who tells them to manage games by making calls like this. Even Kerry Fraser admitted as much.

It's because the NHL knows, if the Oilarzzzzzz dont score on power plays, they're dead last in the standings and ruining yet another #1 pick. This isn't game management, its dragging losers along on a leash away from sucking.
