Yes, but the only precincts reporting anything of real substance are KC suburbs. It'll almost certainly swing back red once the rural count comes in.

The Supreme Court, if there pre-election rulings are consistent, will default to the letter of the election law passed by the legislature. This means if the laws are specific about votes being counted for x they will be. Who this helps will be case by case but they were fairly consistent.
