Kansas City makes sense as a relocation destination for the Hurricanes that still allows the NHL to collect expansion fees from Seattle (when they get an arena) and quebec city.

I can't even think of a playoff ladder that would work. 4 from each conference and then the next 4 best teams? A West, Central and East Conference?

The only way playoffs could really work in a 3 Conference system would be to go with a straight 1-16 bracket. Travel and scheduling would be a pain though.

Do the conference games and then re-seed. Saves on travel for the first round at least.

Top 4 or 8 in each conference make playoffs. Best conference finalist gets a by while the other two battle it out to see who goes to the finals. The problem is
1) it's a bit of a dumb system
2) 4 out of 11 teams qualifying means you'll have teams eliminated from playoff contention very early in the season.
3) 8 out of 11 teams qualifying means that's most games are meaningless.
I guess you can have 6 teams from each conference qualify with some convoluted playoff bracket, but that might be way too much for the casual fan to understand.

That still doesn't work.
You need 8 series in the first round. How do you split those up between 3 Conferences?

Sounds like somebody threw something at a wall to see if it would stick, and the reporter caught wind of that idea.
Hopefully that wall was coated with teflon and the idea didn't stick but the reporter didn't know that part.

Who would make up the Wild Card Conference? The best four teams that didn't finish top 4 in their Conference?
If you did that, it would be better to finish 5th in your Conference and be a top-seeded Wild Card team than to finish 4th and take on the Conference winner in the first round.

I honestly believe the Hurricanes are the reason that Quebec got shafted with an expansion franchise. Had the league given back the Nordiques with the Vegas team, where would the Hurricanes move should such a move be needed? The league likely thought it is better financially for Quebec to get in via relocation, much like Winnipeg. Expansion costs were ridiculous especially when you factored in the exchange rate.
