It's just strange that if you deflect the puck off the glass, even if the intention is the same, it's not a penalty

I don't know, I think it should be just like icing, face-off in the zone of the team that flipped the puck over the glass and you're not allowed to change any of the players on the ice.

No it's not at all necessary - just treat it like icing with no chance to change. Because icing is exactly the same as an intentional over-the-glass flip
