I believe in most pre meditated murders there is an obvious percentage of insanity involved in planning and even more in actually carrying out that plan. But there is a much bigger percentage of murder that is is simply evil.
This mass murderer is pure evil and should be put in prison, not a asylum where he will just manipulate medical staff.

I don't know how the system works in Norway, but an insanity finding in the US (and I believe Canada) is basically an indeterminate sentence. The rights afforded can be far fewer as discretion basically falls to medical personnel, there's no mandated hour of outdoor time etc. if it's deemed the person is unfit.
People get too caught up in the 'not guilty' label and forget that the actual sentence is the same, if not worse.
