For anyone who's curious, it looks like the CFL press conference was to announce a new sponsorship agreement with Shaw.

I don't care where the NFL ranks, a CFL hater telling people how to make it better seems inappropriate. I like the CFL and think it's a lot better game than what the NFL offers.

There was a short global news interview with KK where he stated the arena is the number 1 priority.
Then he backtracked and said winning in the playoffs is the number 1 priority, then the rink is the next priority.
EDIT: The interview was obviously done during the playoffs.

^ They showed the Mayor the concept and talked about their preferred funding mix, is my understanding. Then the Flames were to take the proposal public.
But that's nothing approaching a formal proposal to the City.
This will be a long, iterative process with a lot of political and public hand-wringing, is my guess. The site they are talking about is as about as complex as they come, and the dollar amounts are enormous.
I also do know the Mayor and his Chief of Staff were at the Flames celebration event tonight, so discussions are probably ongoing.
