You can get them from Little Jacob and from the gun shops as well. If you hold them down, you can shorten the fuse. A well-placed grenade can stop police pursuit pretty quick.

Past versions of GTA used to have things to collect to reduce the number of stars...

i pulled a u turn, ran through the police baricade and drove around in circles. Only took about 2 minutes to clear. maybe i got lucky.

I think for that particular mission I managed to evade the cops for one block. Luckily the block had a pay and spray on it.

I would have went to a pay and spray, but do they actually accept police vehicles?

ahhh I got confused. In this mission I think you're supposed to ditch the police vehicle and change cars.

Liberty City Police Face Allegations Of Incompetence, Brutality

"I was buying a hot dog from a street vendor in Hove Beach yesterday when I saw someone run a red light, barrel down the sidewalk, careen into a garbage truck, exit his vehicle, steal a nearby convertible, and drive away," one Broker resident reported. "A nearby police car didn't even react. But when the car behind him nicked his fender, the officer shot the driver through the windshield and walked away."

"I used to feel safe in Liberty City, but lately, it's been total mayhem," said night-shift worker Lola Del Rio, who spoke to reporters while sucking nervously on a red lollipop. "In the past week alone, I've been carjacked twice, run over 10 times, and witness to a half-dozen gunfights that ended with automobiles exploding. What are the police doing to stop all this?"

Many blame the LCPD directly for the increase in criminal activity, citing the department's lax procedure for arresting criminals, which involves taking 10 percent of the suspect's money, confiscating his weapons, and simply releasing him from custody later that day. Outraged citizens say this is not enough, especially in a city where assault rifles can be found on factory roofs and grenade caches are located under the globe at the old World's Fair site.

This paragraph is simply pure gold.

Alright I know I'm way behind with the GTA IV talk. But the ol' lady just got me an XBox 360 for my bday two days ago, and I picked up this game. I just finished the "Ivan The Not So Terrible" mission, where you can choose to let him live or die. I chose to kill him, but instantly regretted it, as I bet he could've been useful down the line I'm guessing. Did I hoop myself pretty good by killing him?

No. When you're given the choice in killing someone (or which one of two people to kill), it doesn't drastically change the progress of the game.
At most, you might get to do a "friend" side mission for the person later on, which might get you a little money. The friend missions are different from regular missions because they'll only show up on your GPS if you're within a short distance of the person (who is usually standing on the sidewalk somewhere), and they show up as a little blue stick figure. If you walk towards the figure on the map, it'll eventually go into a cut scene and start a short mission. The missions can be as simple as driving the friend to the train station, or beating up a girl's boyfriend, or as complex as taking down a gang of drug dealers. The mission might get you a little bit of extra money. Some don't get you anything, and a couple actually cost you money.
If you want to get 100% completion in the game, you must complete all of the friend missions, but if you killed someone earlier when given the choice, their side mission doesn't count towards the completion percentage.
In Ivan's specific case, if you had let him live, he would have later had you go collect some money for him, which would have turned into a shootout, and you would have made some extra money for completing it.
There are a couple of times in the game where you have to choose between two people to kill. This choice can influence things in the future, but doesn't drastically change the storyline.
At one point, you'll meet a couple of friends, who eventually each ask you to kill the other. One of them lives in a nice penthouse apartment, and if you kill him, you get his apartment and the other guy becomes your friend. If you kill the other guy, you get no extra perks.

This is a surprisingly fun game. Completed the story awhile ago and am sitting at 70% complete. Haven't played it much after finishing the story, but I suppose I'll go back and finish some of the side missions. Not sure I'll hunt down all 200 little f'n pigeons or do all 50 stunt jumps....

Thanks, very thorough too! This game is absolutely destroying my social life haha, I actually turned it on the second I got home from work, pathetic...
On a side note, I still am yet to splurge on an HDTV. How much of an injustice am I causing myself by not playing GTA IV on hi-def? It still looks pretty good to me, I can't imagine how much better it could look.

Well, in one word, I would say it looks:
AMAZING
on an HDTV.
But that's just me.
