How did Tampa do it? Weren’t they supposed to need to get rid of a bunch of guys last offseason in order to get under the cap but, instead, kucherov went on LTIR so they didn’t have to?

Flames have $3 mill in cap space. Not sure how they will fit Eichel unless Buffalo takes back serious cap, which I don't think they want to do.

Tampa waived Tyler Johnson and Luke Schenn and placed them on the taxi squad for the roster deadline, then moved them onto the NHL roster once Kucherov was placed on LTIR.

Not true, I don’t remember the exact details but last year Hart Levine of puckpedia was on Oilers now explaining different scenarios how Klefbom ltir would work and one scenario was having him on LTIR before the season started. There were some drawbacks to doing it that way but it was possible.

So, for argument's sake, if they acquired Eichel with Dube being the only contract going the other way, they could simply waive Lucic to jump that hurdle.
current....: $78,425
less Dube.: $76,125
add Eichel: $86,125
less Lucic.: $80,875

So the flames could do the same thing with Lucic I guess? If a team did pick him up, it creates cap space. If not, it allows the flames to keep the entire roster and put eichel on LTIR.

Lucic has a NMC he can’t be waived without his permission and you only save just over 1 mil of cap space.

Doesn’t Lucic have a NMC? I can’t see him waiving to be paper sent down unless he absolutely trusts management.
Just have Monahan going the other way for Buffalo to “hold” until the season starts.

Do we know if the taxi squad is staying in place for this season yet?
I'd have to think that it is - but I don't see anything online about whether it is or not

Brisson reps Crosby, Toews, Kane, Tavares, Kopitar, Seth Jones, etc etc. I'm sure Kevyn Adams intends to not get bullied, but dealing with Brisson is going to be different for them.

Buffalo is 16.4M below the capfloor without Eichel's caphit and have only Dahlin, Mittelstadt and Jokiharju to sign. They will need to take back salary regardless.
