It's actually kind of weird that you can't.
I guess with offside, once the zone is cleared, it negates the ability to challenge. With icing you can't just clear the zone, so after an icing, how far back can you challenge?
I guess you could treat it like an offside. Once the puck leaves the zone, it's not able to be challenged.
