He's not even close. I listened to a Pens radio broadcast, both the PBP and colour guys ranted about the ref missing a call for at least a minute while play was going on. I swear the colour guy was going to have a heart attack.

You’re the second poster to claim this, I would love to see some evidence. I have never heard this.
TBH you’re the last poster I’d expect to hear this from because of it were true it kind of diminishes the brilliance of the pick by the organization. Either way they were able to turn a third round pick into something. My guess is Carolina would have needed a second round pick to be equally as willing to close the deal.

For the record, Caged Great here on CP had a chat with him here in Calgary one of those years (probably the July 2017 Dev camp?) and Fox mentioned with some level of concern that the Flames seemed to have a lot of defensemen. At that time we would have had Hamilton, Hamonic, Stone and Andersson who were all righthanded shots, plus Giordano, Brodie, Kulak, Kylington, Valimaki who were all lefthanded shots - and four of those five had all played the right side at some point prior.
So even if the longstanding theory that "Fox wanted to go nowhere else but NYR" is untrue, it's probably safe to say that Treliving's claim that Fox was not interested in signing here is very factual - just not for the purported reasons.
IIRC Brandon Hickey was another guy who wasn't interested in signing here - despite being a native Albertan. He was packaged into the Mike Smith trade.
Ultimately, prospects want an opportunity.

At development camp, Fox wasn’t going to say he wanted only to play for NYR because his options weren’t clear at that point. He wasn’t in a position to call his shots. But as time went on it became clearer.
Every story about him growing talks about his connection to NYR.

Prior to being traded to the Blueshirts, every team in the league knew Fox was going to play out his senior campaign at Harvard in 2019-20, enter free agency, and sign with the Rangers, so the team gave up a pair of draft picks to land him a year early.

ESPN: Carolina acquired you from Calgary in the Dougie Hamilton trade. At the time, GM Don Waddell said he was "99.9%" sure you'd end up with the Hurricanes. I've spoken to Hurricanes owner Tom Dundon a bit. He's an excellent salesman. Was there ever a time when you were almost convinced to give the Hurricanes a chance?
Fox: I don't know. They were good to me. I can't help but only say positive things about Carolina. But for me ... I had an opportunity to fulfill a dream that I had. You don't get many opportunities to make a choice like that. It was my goal to do that, and had the opportunity to go with that. And it worked out.

And prospects that want to be gifted that opportunity instead of working for it are generally good ones to rid yourself of, especially when it nets you two quality young players. Now Fox turned out to be a good one...but it's not on the Flames he didn't want to sign here. As it turned out I believe by year 4 there would have been plenty of opportunity for him here.

Hickey didn't sign with Arizona either. I just don't think he was viewed as much of a prospect so they traded him to land a goalie.
By the time we traded fox it was pretty clear he was a top prospect and doubt he was worried about us finding a spot for him.
