To give Joe at least a little bit of credit... he's got a decent nose for shannagans. He correctly reasoned that the Dan/Dani "fight" was all a sham, that Dan and Frank made a deal before anyone else questioned it, and is self-aware of his status as floater... of course he's so off on other things it's hard to give him credit but he's not a total waste. Same with Wil he had some skills but to many weakness in other area's to compensate.
Jenn's a total slug though, she's painfully self-unaware. Her only value in the game right now is as a goat. Consistent floaters at least have the possibility of a bitter jury awarding them the dough. Jenn's sat out so much of the game that she won't get enough cred for making a move to beat a gamer, but the move that she did make is enough to put a target on her back. Either be a gamer or be a floater but don't try to be both. Bad at competitions, didn't make any sort of strategic moves until now (too late IMO), and her social game turns to #### when she faces adversity (she flipped out at being used as a pawn... as if she'd go home over Boogie  ).
If I were to rank them in terms of "worthy" winners I'd go thus...

Sadly, yes. She's bat####crazy but look at what she's got going on...
1: Theorhetical final 2 deals with 5 of the remaining 7 houseguests
2: She's good (albeit not great) at competitions
3: Everyone likes her (they really need to compare notes more often).
4: Two really solid allies
Her one weakness is that she doesn't have a good strategic game... but she's let Dan (one of the best strategists ever) do that for her. In spite of all the crazy she's a pretty good all around player. The only hole in her armour right now is the "fight" with Dan (and her consequential pre-knowledge/involvement with Britney's eviction). I only put her under Ian because Ian doesn't need someone else to do his strategy for him and he's better at comps.

Okay, you're making good points as to why she might win but not why she would be a "worthy" winner. She isn't Jenn or Joe.. but I don't think she's Shane, Frank, Ian or Dan either.
She's won an HoH, a legit good win and she has a good social game... but she isn't dominating comps like Shane or Frank, or driving her game forward like Dan or Ian through moves and deals.

That's a matter of taste really. I like (consider worthier) folk with a good all-around game, if you have a terrible game in one aspect you best be really good in another. That's how Dan rates as #1... he hasn't won squat (by design or circumstance) in terms of competitions but his strategic game is on a higher plain then what the rest are operating at.

I can't stand her, but she did give me one of the best laughs in last nights episode. It was when Julie asked her about the decision to use the veto on Dan and she said it was "the hardest for her of the entire summer".
No kidding. As opposed to "what should I have for dinner?" or "should I take a shower now or wait a little later?" or "should I lay around on the couch inside today or maybe in a hammock outside?"

Shane is down there with Joe/Jenn in terms of winning for me
he has played follow the leader all game, he agrees with everything people tell him, the difference between him and Joe is a few HOH wins which Dan/Britney basically ran
I would have
Dan/Frank
Frank for competitions, Dan for doing all his work outside comps
