If it's an older oven it may have something to do with the analog on/off timer. Try screwing around with it if it is.
Every once in a while me or the wife mistakenly either turn it on or off while cleaning or something. It's a real pain in the ass, cuz every time I forget how the setting is supposed to be, and I dick around with it till I fluke out and get it. All I know is when it happens, only the broiler will work.
