You may also look into a Working Holiday Visa to let her into the country and work and then apply for a residency/work visa once in Canada. While the second visa application is going through there may be a bridging arrangement that would extend the working rights from the first visa indefinitely until a decision is made on the second one. This is the case in Australia.

Sorry, I meant to answer your question, and forgot. Yes, you are exactly correct. I'm on a 457, and when we came over, they just gave her one too. Only difference is that mine is tied to my employer, she could work for whoever she wants to. My company uses Deloitte for the visa process, and it was dead simple. I have an Aussie friend here who brought her partner over from the UK, and you're correct... that process is a friggin' nightmare.
