Yes. Depends on the CL wearer though. The Contact Lens abusers (stretching the wear time, improper hygeine, sleeping in contacts all the time) would probably be better off just getting the laser done.
As for Keratoconus Hemi. The Laser thins the Cornea out which can activate Keratoconus. In the early stages the cornea looks very similar to a normal cornea. While it may not stop who gets Keratoconus, the severity really increases with a Thinner Cornea. Also. there are some modern treatments for it that require an average or greater amount of corneal tissue. Basically if you have any risk (family hx, borderline test results, high amounts of astigmatism) you probably should not get the Laser.
