Aside from non-profit, I've never worked for a place that would do the same. There are places out there who may do so, but its not common to give the extra day off.

I work IT for a non-profit organization as well.
We have Thursday off and work Friday as well. However, we have 21 days of vacation a year so anyone worth their salt has already booked it off.
Personally, I love days like that, I get so much done without the users messing everything up. If things go right I'll be using that day to start our migration to SBS 2008. Chances are Dell will mess that up though.
