I think this was broken in the news to force the lawmakers to get moving. Looks like it worked.

Isn't setting the bar to make these people ineligible for parole removing the discretion of the parole board rather than giving them more? If they don't have a choice in a matter, they certainly don't have discretion. Or does the current (now previous?) law state you are automatically given a pardon after a certain amount of time?
