Unfortunately a lot of the time when parents really expose their kids to home it's a matter of either complete stupidity or not caring (e.g. parents too high on drugs to look after their kids), so in those cases a course wouldn't help. It's still a really good idea, and should be encouraged. We almost need a test to see if people are even qualified to have children in the first place, but the general attitude seems to be that having kids is a right (without giving any consideration to what kind of life those kids might be getting).
I'm not seriously advocating preventing people from having kids (though there are definitely some people who shouldn't), but maybe as a society we need to find ways to be more proactive in protecting children from really bad parents.

It would be difficult to punish simply the parents, but not impossible. Take away their drivers' license or something. I honestly don't know off the top of my head. So many potential punishments would just ripple down.

It depends on the couple IMO.
I'd be for taking a course if the couple was extremely unstable and unreliable to become parents. It could enlighten them on actually changing their lifestyles to better suit a offspring.
