Becaue the general philosophy is that everyone has the capability to watch kids and call 911 if their is a problem. The vast majority of parents probably don't have the life skills to handle choking, fire or broken limbs. When these situations happen you deal with them the best you can. If you hire a babysitter who has taken first aid courses you are probably getting someone who is better formally trained then many parents.
With a car their is a scarcity of people trained to work on them therefore the demand for their services are higher. In the babysitting world their are many people interested in doing it do supply is higher therefore the price drops.
Also the general price of babysitting determines the level of people who go into it. So even if you as an individual wanted to pay someone $75 per hour to babysit you likely wouldn't find someone with better qualifications then someone who was paying $20 per hour.
And finally what qualifications would you be looking for in a babysitter. To me someone with experience in the age of kids they are babysitting as well as basic first aid courses and good references is about all you really need for someone to watch sleeping kids.
Despite what many panic driven people would have you believe keeping kids alive and safe is a relavtively easy task.

fair points ... but your last point  it may be easy, but i am pretty discerning on who i trust my kids with. teenagers dont qualify and neither do smokers by the way.
smoking is pretty terrible use of judgement and a careless risk .. if you dont care enough about your own health, cant imagine you will care about the offspring of someone else.
