The city will also ask you to record dates and times as best you can and they will really want you to have actually seen this happen so I think a stakeout will be necessary.
When I had a neighbour doing this to my place at my last house I went over there twice and asked him to stop and he denied it was him. Then I picked up all the dog crap and dumped it on his front step and he still didn't stop. Finally I called the city and after we recorded the shenanigans for a while (dates and times of dumps) they ticketed him and it never happened again. Then the a-hole comes over to my place and asked why I didn't just tell him it was a problem. WTF
