I know first hand several people who have bought and sold houses via a letter in the mailbox, including family. In fact, I've dropped a note in a mailbox or two myself over the past few years.
It's a great way to do the introduction and avoid the realtor costs (mind you, we had a former realtor in the family who knew the drill).
If you're thinking of selling, then call the person. If they are jerks then tell them that you're not interested.
If they are really motivated purchasers then they may overpay.
I wouldn't dismiss this out of hand at all.
