I think that Tiger and Federer are completely equal. Their list of accomplishments and the timeframe is about the same, considering that a golfer has a 20 year lifespan where tennis is only around 8-10. However, I only give the edge to Federer because I truly feel that tennis is a far more physically and mentally demanding than golf is, making his remarkable run of consistency at a top level the more impressive.

How is a race car driver an athlete? Sure, it may require the driver to be in great shape, but he's not an athlete, he's a driver.

maybe that was the bias that kept him off the list. Then again, Tiger is in great shape, but he walks around a golf course - that takes some athleticism
