These are all bands I love, but they're not without their flaws. I don't see how you can argue that they were on another level than jackson.

Led Zeppelin - Played Instruments
Jimi Hendrix - Played an Instrument
The Rolling Stones - Played Instruments
Michael Jackson - Sang and Danced. I think he was really good at both but musically I don't think you can compare him to any of the bands that were mentioned.
As for The Who and the Rolling Stones both were two of the best bands in the world from the mid 60s through the late 70s before they fell into the vortex of crap known as the 80s.
