In the east Environment Canada uses Special Weather Statements fairly often. In the west it seems like they only use the warning/watch system. Not sure why that is, maybe out here we aren't conditioned to check the Special Weather Statements like they are in the east. I think the frost warning probably suits a Special Weather Statement but as other posters have pointed out a frost warning isn't uncommon here.
