Talk to the neighbours first. Ask them nicely.
If the damn thing is still out there, call the city. They will send him a warning letter.
If the dog's being left outside during the cold, I would not hesitate to phone the SPCA. I was one cold night away from phoning them for a neighbour that left his dogs outside in -8C and snowy weather.

Antithesis, first thing I was going to say was to make sure the owners know that the howling is going on. After reading about the adult son antagonizing, nevermind.
All you can really do is play the pregnancy card right off the bat. Be polite about it. If it continues after a week or so, play the by-law card. If it still continues, take necessary action.
I can sympathize, my neighbours have an ugly pug that violently screeches at me everytime I walk from the house to the car. It drives me absolutely insane. God forbid I make eye contact with thing it will lose its ****ing mind. The 50 cal would come in handy right about now. Unfortunately in my situation I dont think these is anything by-law can do.

Just wanted to say on an off note, huskys love the cold. My friends pure husky will howl and cry inside to go lay in the snow. She will dig a little nook by the fence and lay in a circle for hours. They check on her very often, and she's just totally enjoying being a husky in her element. Other dogs, however, don't apply to this and shouldn't be left outside, I do agree.

when its 30 degrees out and an animal has no shelter that is animal abuse..its your moral obligation to look out for the dogs safety and report this right away...imo

Yes, I agree with this. And if you're concerned for the animal's welfare you have to call the Calgary Humane Society. The City only does the bylaw stuff. Calgary Humane does the animal cruelty/neglect stuff.

So, if the people are at work all day how would they know that the dog is howling? Doesn't somebody need to tell them?
I used to have two dogs that I would leave outside all day while I went to work. They had plenty of shelter. Prefered to be outside. etc etc
But then the younger dog started to do this rapid fire barking a few times during the day. I was not aware of it. The neighbors told me about it. I resolved the problem.
Anyway, step one talk to the neighbor about it.

Found out that the young dog thought she should have all of the bones to herself. We used to get those really big bones from the pet store.
So I took them away during the day. I only let the dogs have the bones when I was there so I could teach the young dog that she didn't have to have the bone that the older dog had. How did I do that? Every time the young dog would start the barking I would calmly take the young dog to the other bone so she could chew on that one. Eventually she figured it out.

I can tell you one thing, it does not matter what approach you use. The response from the neighbors is up to them. You can think of this a million ways, but they could still respond poorly, or respond well.
I recommend telling the father that he might not be aware that the dog is barcking the whole time they are not home and it is a real disturbance to your family. With a pregnant wife and young child, you simply cannot handle it any longer. Tell him you trust him enough to do whatever it takes to resolve the matter and leave it.
If he doesn't respond, simply start YELLING!

Ha, thanks all for the advice, I went over there and it was totally fine, haven't even heard the dog since then. These past two days with no howling only further illustrated how damn annoying that was.

Would it be too much for you to offer to walk the dog for them during the day? Puppies of energetic breeds need a tonne of exercise and mental challenges while they're being raised.

Great to hear it's been resolved. Not to be a negative nilly, but keep your ears open (I'm sure you will anyways). Sometimes after a complaint people will be really good and then they will get sloppy again slowly but surely. Not always though.

Just walk over and have a chat with the guy. If you explain it like you did here he'll see your problem and fix it. Don't mention the bylaw or any list of dates and times. If the guy knows the beast is affecting your child he'll stop it.
